The new quoting feature on Whatsapp allows you to reply someone’s message by pointing at a previous message (s)he had sent, be it picture, video or text based messages.
Select the message to the recipient by tapping and holding down until it’s highlighted.
At the top of the WhatsApp where the forward and search button is located, you will find a reply/quote icon (see image). Tap on it to quote that message.
Type a response to the quoted message then hit send.
